Why can individuals be charged with drug dealing in Florida when the drugs were only for personal consumption?

The reason is that the Florida legislature has criminalized many different things related to possession of drugs. When you have personal possession, generally that’s a third degree felony, however, if the person is alleged to have sold, manufactured, possessed with intent to sell or traffic in those control substances, those offenses go from second degree to first degree felony.
